Promise Shape#5095

It creates a promise of the shape for the shape prediction system.

Any shape prediction that involves promise should be marked. Possibly there could be promise path shown from the map view.

If made as a belt, it could verify the state of the promise (is the actual shape passing it the shape requested). There might be a toggle to see all promises in different states (unfulfiled/fulfiled/confilct). Promise belt might also expect specific throuput.
