Rearrange Blueprints on the Toolbar with Mouse#5118

It would be nice to be able to rearrange Blueprints on the toolbar using drag and drop.

Currently, shifting multiple Blueprints to the right requires deleting them and re-adding them from the library.

This becomes a bit tedious with an extensive library.
