Fluid wagons should have a higher fluid capacity per package#5165

Fluid trains feel like they are only useful to save on platform limit points, as they are not very good at keeping up with space belt throughput and this means that some may choose to use space belts rather than the far less resource demanding trains.

I believe that the fluid packages should have enough capacity to fill as fast as regular trains, or to have some other way to keep up, like increased package count.
