Pipe valves should have higher/infinite throughput#5309

Currently, with launchers being the primary bottleneck for fluid throughout, having valves with the same fluid rate severely drags down space efficiency when designing fluid logistics for MAMs. It also does not make sense from a physical perspective as fluid valves should function the same as fluid pipes when open, and therefore have the same throughput.
