Use train tracks as space wires.#5334

I propose allowing train tracks to act as space wires. Any signal carried into the tracks, using a special “stop” (for lack of a better term), can travel across one of twelve channels, with the “packager” sending the signal into the track, and the “unpackager” taking the signal out.
