Pin the 6 permanent operator goals at the top#726

I would suggest a centered nav bar between the Research and Help menus, with a count of the current Operator shapes, or level - to help display progress. Perhaps also a method of making them editable pins, so you can associate that top nav bar to a location, instead of the side pins.
